At the Institute on the Constitution, we believe that safeguarding our future begins with understanding and reinforcing our foundations. Sometimes, truth comes not from a podium or press release—but from a quiet, heartfelt voice on the radio. One recent caller expressed what many Americans feel but struggle to articulate: a deep love for country, a yearning to preserve liberty for future generations, and a growing fear that something foundational has gone terribly wrong.
His concerns echo those of the Founders—men who risked everything to secure the blessings of liberty for their posterity. But where they saw opportunity and divine purpose, today many see decay, lawlessness, and despair. What culture survives when it permits the mass murder of its own children? What economy can endure the unchecked printing of fiat currency? What republic lasts when wars are endless, undeclared, and unjust?
This man, unknown but sincere, voiced what countless Americans are thinking: has the constitutional republic been lost—and is there any hope of recovering it?
There is. But not in Washington, D.C. And not on the nightly news.
The path forward lies much closer to home—among families, neighborhoods, and churches. It begins with restoring a right understanding of law and government. This understanding isn’t found in party platforms or policy briefs. It’s grounded in the unchanging principles that formed the American founding—principles rooted in Scripture and in natural law.
These truths are not abstract. They are real, they are recoverable, and they work. When practiced, they restore liberty, order, and peace. But before a people can live them out, they must first remember them.

A view where rights come from God, the purpose of government is to secure those rights, and legitimate power is always limited and local.

Michael Anthony Peroutka (born 1952 in Baltimore, Maryland) is an American attorney, political activist, and founder of the Institute on the Constitution. Peroutka earned his Bachelor of Arts from Loyola University Maryland and his Juris Doctor from the University of Baltimore School of Law. He was admitted to the Maryland Bar in 1981 and co-founded the law firm Peroutka & Peroutka, P.A.
In 2004, Peroutka was the Constitution Party's candidate for President of the United States, running on a platform emphasizing "God, Family, Republic." His campaign focused on Christian and socially conservative themes.
Peroutka served on the Anne Arundel County Council in Maryland from 2014 to 2018, representing the 5th district and serving as chairman in his final year. In 2022, he was the Republican nominee for Attorney General of Maryland.
As of 2025, Peroutka continues to lead the Institute on the Constitution, advocating for a return to what he describes as America's founding principles rooted in biblical law.
